Whole-House Water Filtration in Rochester
A softener deals with minerals. A whole-house filter deals with taste, smell and some things a softener ignores. Here's how to tell which you need.

Chlorine and taste
RPU disinfects with chlorine and says it maintains an average total residual of about 0.8 ppm across the system; its 2025 report lists a highest average of 1.02 ppm, well under the 4.0 ppm limit. That residual is what keeps the water safe in the pipes, and it's also what some people taste or smell. An activated carbon filter at the main line removes most of it at every faucet and shower.
What the 2025 report says about PFAS
PFAS are a family of long-lasting manufactured chemicals. RPU's 2025 report lists a highest average of 1.95 parts per trillion for PFOS and 0.8 ppt for PFOA, each below EPA's limit of 4.0 ppt, with no violation. On its water quality page, RPU says it tested 32 wells and all were compliant. The report also notes EPA has announced it intends to change parts of the 2024 PFAS rule.
If you want an extra margin anyway, look for a filter or RO system tested to NSF/ANSI Standard 53 or 58 for PFOA and PFOS reduction, and replace media on schedule. A filter that isn't maintained stops doing its job.
What a filter won't do
- Soften water. Calcium and magnesium pass through carbon.
- Replace a softener at 17 grains. If scale is the complaint, the filter isn't the fix.
- Fix lead from old plumbing on its own. RPU's report points readers to filters listed under NSF/ANSI 53 and 42 for lead reduction.
